The Commission’s proposal (Procedure 2024/0021/COD) is steadily moving forward. We expect that it will soon be adopted and published.

Today the legislative procedure is set to be signed by the President of the European Parliament and President of the European Council. Find the update: HERE
The next step is publication in the Official Journal, which should be any day now. The updated legislation will immediately go into effect on its publication date.

The Update (28 May 2024)
Today the following request was published:
- On 23 January 2024 the Commission submitted its proposal, based on Article 114 and Article 168(4), point (c), TFEU, to the Council.
- The European Economic and Social Committee delivered its opinion on 20 March 2024.
- The Committee of the Regions was consulted and decided not to issue an opinion.
- On 25 April 2024 the European Parliament adopted its position at first reading on the Commission proposal. The outcome of voting in the European Parliament reflects the compromise agreement reached between the institutions and should, therefore, be acceptable to the Council.
- The Permanent Representatives Committee is therefore asked to confirm its agreement and to suggest that the Council approve the European Parliament’s position, as set out in PE-CONS 54/24 + COR 1, as an “A” item at a forthcoming meeting.
- If the Council approves the European Parliament’s position, the legislative act will be adopted.
- After being signed by the Presidents of the European Parliament and of the Council, the legislative act will be published in the Official Journal of the European Union. [emphasis added]
